We don't want to pay for clicks that aren't local……such as youtube marketing for a local dentist, or restaurant. Also…..I wonder if in-stream ads can also target ONLY local viewers if programmed properly?

Im preparing my first campaign, im totally a beginner,
I saw many videos that to generate leads
its better to do CPA campaigns, but that is more expensive,
In your videos you say that for the people who doesn't have any data
is better to start with CPV campaigns.
Here is the question.
Its posible to get quality leads by CPV campaigns?
I mean, if i define my avatar, i have the keywords that (i supposed that will work 😅)
and i want to get some leads to my landing page,
Its Google going to do the work to optimize my campaign?
Or may be CPA its better becouse of the conversion metrics and all that AI stuff ?
I don't understand very well what is the difference between and CPV campaigns and CPA campaigns.
